Question:
[Surah al-Ra'd: 39] We seek an explanation of this, and is the hadith: Sahih Ibn Hibban 7:83 Is this hadith authentic, as it is reported in the interpretation of [Surah al-Rahman: 29]?
Answer:
As for His saying—(Exalted and Majestic is He)—: [Surah al-Ra'd: 39], the scholars differed in their interpretation of this verse. It was said that it is general, encompassing both misery and happiness. Some of them said that it is specific, and that the meaning is that Allah erases what He wills in terms of abrogation, religion, and what is revealed to the messengers.
Some of them said: Its meaning is that Allah erases what He wills of sins, such as repenting from them and pardoning them, and He establishes what He wills of good deeds. And Allah knows best—(Exalted and Majestic is He)—so it is not prevented for the believer to take it in its generality and ask his Lord for everything: he asks his Lord for success, guidance, and that He make him happy rather than miserable, that He forgive his sins, and that He expand his heart and his deeds. He supplicates to Allah for everything that benefits him in this world and the Hereafter, and he hopes that this verse encompasses him.
As for the athar [Surah al-Rahman: 29], this is narrated from Ibn Abbas as a mawquf report regarding his saying: [Surah al-Rahman: 29], meaning that He has a Book—(Exalted and Majestic is He)—which He looks at every day three hundred and sixty times. In it, He honors some and humbles others, makes some happy and others miserable, lowers some people and raises others, and so on. This is narrated from Ibn Abbas, and its meaning is correct.
Allah eliminates what He wills or confirms, and with Him is the Mother of the Book.
