Reconciling: {Allah erases what He wills} and the hadith: “The pens have been lifted”

Question:
A message was received by the program from Sudan, sent by our brother: Abdul Aziz Fadl Allah Muhammad. Our brother asks and says: How do we reconcile the saying of Allah the Exalted:
Allah eliminates what He wills or confirms, and with Him is the Mother of the Book.يَمْحُوا اللَّهُ مَا يَشَاءُ وَيُثْبِتُ وَعِنْدَهُ أُمُّ الْكِتَابِ
[Surah al-Ra'd: 39], with the hadith of the Messenger of Allah (peace and blessings be upon him):
The pens are lifted and the pages are dried.رفعت الأقلام وجفت الصحف
Jami` at-Tirmidhi 2516Hasan (Darussalam)
Please clarify this for us? May Allah reward you with good.

Answer:
There is no contradiction between the hadith and the noble verse; for the scholars have interpreted the verse to mean that the intended reference is to the legislations (shara'i'),
Allah erases what He willsيَمْحُو اللَّهُ مَا يَشَاءُ
of what has been legislated, and He affirms what He wills (Glorified and Exalted is He), so He abrogates some things and affirms others, of what has been legislated (Glorified and Exalted is He). Some of them interpreted it as referring to good deeds and bad deeds; Allah erases what He wills of the bad deeds through repentance and good deeds, and He erases some of the good deeds by engaging in what Allah has forbidden (Mighty and Majestic), which removes them.
So the conclusion is that it is not intended to refer to: what has preceded in the divine decree. What has preceded in the divine decree is not erased. What has been established in the knowledge of Allah that it will occur is not erased. Rather, the decrees are fulfilled:
The pens are lifted and the pages are dried.رفعت الأقلام وجفت الصحف
Jami` at-Tirmidhi 2516Hasan (Darussalam)
So what Allah has decreed and preceded in His knowledge that it will happen, happens; and what He has preceded in His knowledge that it will not happen, does not happen. Therefore, it is not included in the noble verse. Rather, the verse is about what concerns the legislations and rulings, and about good deeds and bad deeds, not about what concerns the decrees. This is the most correct of what has been said regarding the noble verse. Yes.

The presenter: May Allah reward you with good.
