A: Yes, the follower recites al-Fatihah even if the imam is reciting, because he is commanded to do so by his saying (peace and blessings be upon him):
There is no Salat for the one who does not recite Fatihatil-Kitab.لا صلاة لمن لم يقرأ بفاتحة الكتاب

So the follower should recite it in the pauses of the imam if he pauses, and if not, it is obligatory for him to recite it even while the imam is reciting, acting in accordance with the aforementioned hadiths, which specify his saying (Glorified and Exalted is He): :
So when the Qur'an is recited, then listen to it and pay attention that you may receive mercy.وَإِذَا قُرِئَ الْقُرْآنُ فَاسْتَمِعُوا لَهُ وَأَنْصِتُوا لَعَلَّكُمْ تُرْحَمُونَ
[al-A'raf: 204] and the saying of the Prophet (peace and blessings be upon him):
And when the imam recites, be silentفإذا قرأ الإمام فأنصتوا
.
And some of the scholars said that it is dropped from him, and they argued with what is narrated from the Prophet (peace and blessings be upon him) that he said:
Whoever has an imam, then his recitation is for himمن كان له إمام فقراءته له قراءة
Sunan ad-Daraqutni 3:313

And the correct view is the first one, due to the weakness of the aforementioned hadith, and even if it were authentic, it would be understood as applying to other than al-Fatihah, in order to reconcile the texts, as mentioned previously. However, if the follower forgot it, or did not recite it out of ignorance of the legal ruling, or out of following those who said that it is not obligatory for the follower, his prayer is valid. Likewise, if one catches up with the imam while he is bowing, he bows with him, and that rak'ah suffices for him, and al-Fatihah is dropped from him, for what is established in Sahih al-Bukhari (may Allah have mercy on him) from Abu Bakrah al-Thaqafi that he caught up with the Prophet (peace and blessings be upon him) while he was bowing, so he bowed before the row, then entered the row, and the Prophet (peace and blessings be upon him) said to him:
May Allah increase your eagerness! But do not do it again.زادك الله حرصًا ولا تعد

and he did not order him to make up the rak'ah, which indicates that al-Fatihah is dropped from him due to not catching up with the standing, and the one who forgets and the one who is ignorant are in his ruling, so al-Fatihah is dropped from him by the common excuse, and success is from Allah.
