It is not permissible for a Muslim to forbid what Allah has made lawful for him. Allah (Exalted and Majestic is He) said: [Surah al-Tahrim: 1]. So a Muslim does not have the right to forbid what Allah has made lawful for him. But when that happens, as this woman did when she said it is forbidden for her to speak to her on the phone, whenever she speaks to her, she owes the expiation for an oath. Its ruling is the ruling of an oath. For this reason, Allah, the Exalted, after He rebuked His Prophet (peace and blessings be upon him) for forbidding what Allah had made lawful, said: [Surah al-Tahrim: 2]. This indicates that its ruling is the ruling of an oath. So if a man says: “It is forbidden for me to speak to so-and-so,” or “It is forbidden for me to visit so-and-so,” or “It is forbidden for me to eat so-and-so’s food,”
