The listener is Ali Muhammad Ali from the Arab Republic of Egypt, currently residing in the Kingdom. He says: Allah granted me the ability to perform the obligatory Hajj this year in the form of Qiran. Due to my financial circumstances, I was unable to pay the price of the sacrificial animal (hady) that is obligatory upon me. I asked some scholars about this, and they answered that I should fast three days during Hajj and seven days upon my return, and that this should be within the month of Dhul-Hijjah. In fact, I fasted the first three days during Hajj, but upon returning to my work, I was unable to fast the other seven days due to the demanding nature of my work. What is the ruling of the Shari'ah in this matter, and what is obligatory for me to do regarding this issue? May Allah reward you with good.

This fatwa is correct. If you are unable to provide the blood (sacrifice), you fast ten days: three days during Hajj and seven days when you return to your family. However, it is not specified that they must be in Dhul-Hijjah; it is not obligatory, and there is no limited time limit for them. You fast them whenever it becomes easy for you, in Muharram, Safar, or Rabi' al-Awwal, according to what is feasible. You may fast the seven days consecutively or separately; there is no harm in that. However, it is not permissible for you to be lax in this matter. Rather, it is obligatory for you to fast them, and you should strive to do so when it becomes easy. As for if you are prevented from doing so by causes that stop you, there is no harm, but you must seize the times when you are able to do so, even if they are scattered. Yes.
