Answer:
Yes, there is no blame if a person wants to perform Hajj for himself and 'Umrah for his mother or father, or the reverse, to perform 'Umrah for himself and Hajj for his mother and father, there is nothing wrong with it, if his mother is dead, or his father is dead, or they are incapacitated due to old age, or an illness that is not expected to end, and he has already performed Hajj for himself, and has already performed 'Umrah for himself, he will be rewarded. This is from dutifulness and maintaining family ties. It is from dutifulness to perform Hajj for his dead father, or the incapacitated one, and it is from dutifulness to perform Hajj for his incapacitated mother, or the dead one, or to perform 'Umrah for them. All of this is from dutifulness, if they are dead, or incapacitated due to old age, or an illness that is not expected to end. All of this was permitted by the Prophet (peace and blessings be upon him). Yes.
