This is based on the saying of the Prophet (peace and blessings be upon him):Bulugh al-Maram 2:308. It was asked of Ibn Abbas: What is the excuse? He said: Illness or fear. If it is far from you and it is difficult for you to attend, and perhaps you would miss the prayer if you left after the adhan, then it is not obligatory for you. Rather, you and your neighbors pray in another place until a mosque is built for you. But as long as you hear the call to prayer, it is obligatory for you to go to it. And if you hear it via the loudspeaker and you are able to go, that is a great good. And if it is difficult for you, it is permissible for you to pray alone until a congregation or a nearby mosque becomes available for you. For Allah says: [Al-Taghabun: 16].
