The ruling on a woman performing Hajj on behalf of a deceased woman, and performing Hajj on behalf of one who is negligent in prayer

A message was received for the program from al-Hudaydah in Yemen, from the sister listener: (M. A. N). She says in her message: I have a sister who is eighteen years old who passed away from a heart disease. She was unmarried and had not performed Hajj. I intended to perform Hajj on her behalf. Is that permissible for me, considering that she was sometimes negligent in her prayer? If it is permissible to perform Hajj on her behalf, should it be me, my mother, or my brother who performs it? Please inform us. May Allah reward you with good.
Answer: If she does not pray at times, do not perform Hajj on her behalf; because whoever abandons prayer commits disbelief, and is not worthy of having Hajj performed on his behalf or of being supplicated for. However, if she prays but is not diligent, or rather, if she prays at all times, then if you perform Hajj on her behalf, you are to be thanked and rewarded, and it will be a voluntary act from you. If her mother or any of her other relatives performs Hajj on her behalf, there is no harm in that. But it is necessary that the one who performs Hajj on her behalf has already performed Hajj for himself. So if he has performed Hajj for himself and then performs it for another, there is no harm. That is, for the deceased or the incapacitated, such as an old man or an old woman who is unable to perform Hajj. It is permissible for another one of her relatives who has performed Hajj for himself to perform it on her behalf. So if you have performed Hajj for yourself and wish to volunteer to perform Hajj for her, may Allah reward you with good, provided that she prays. But if she prays at times and does not pray at other times, do not perform Hajj on her behalf. This is based on the saying of the Prophet (peace and blessings be upon him):Sunan Ibn Majah 1079Sahih (Darussalam) The matter of prayer is great, and it is the pillar of Islam. Whoever abandons it, or abandons it at times, commits disbelief. We ask Allah for safety.
