Question:
The questioner, Umm Khalud, has some questions. She asks: Is it a sin to wear somewhat tight clothing, for example, with an open chest and short sleeves, when wearing it among women? Does the saying of the Messenger of Allah (peace and blessings be upon him) apply to her:
naked even though they are wearing clothes, go astray and make others go astrayكاسيات عاريات مائلات مميلات

? And what should we do with the clothes we have? May Allah reward you with good.

Answer:
"Clothed yet naked" was explained to mean that they wear thin or short garments; thin garments that do not cover, or short garments that do not cover. As for tight clothing, it has a different status; because tight clothing reveals the size of the limbs, but it does cover.
Therefore, it is obligatory that clothing be moderate, neither loose enough to reveal the limbs nor tight enough to reveal their size. This moderate state is what is obligatory, and this is the sunnah (recommended practice). Clothing for both men and women should be moderate between tight and loose, but it must cover the 'awrah (the part of the body that must be covered). "Covering" means: in terms of thickness and sturdiness, and in terms of being sufficient, not short, to cover her from non-mahram men.
As for her being among women, if her leg or head is visible, it does no harm among women. However, she must seek out covering clothing that is far from the causes of fitnah (trial, discord or temptation), so that a servant, driver, or other non-mahram does not see her.
Among women, it is easier. If what is between the navel and the knee is covered, and if a woman sees her sister’s chest, neck, head, or leg, it does no harm; because a woman’s 'awrah (the part of the body that must be covered) with another woman is what is between the navel and the knee. Likewise, among mahram (a relative one may not marry) relatives, but covering her chest and head in front of mahram relatives is more complete and more cautious.
