He also asks: If a person cuts his hair while in a state of forgetfulness or ignorance, and he is in the state of ihram for ifrad, after tawaf and sa'y, does he owe a fidyah?
Answer: If he has already performed tawaf and sa'y for his Hajj, then there is no blame on him for cutting his hair; because at that point he has performed tawaf and sa'y, having fulfilled the first pillar and the first of the matters by which the first release is achieved, which is tawaf, and in 'Umrah it is sa'y. So if he does that, it is permissible for him at that time to shave or cut his hair, and praise be to Allah. By this, the first release is achieved. Then, after stoning the pillars, the second release is achieved. And if he has stoned the pillars before tawaf, then the first release has been achieved by the stoning and tawaf, so at that time shaving and cutting the hair are permissible for him. What is prescribed for him is to shave or cut his hair. So if he cuts or shaves while in a state of ignorance or forgetfulness, he owes nothing, because he is in a state of release. First, the ignorant person owes nothing, and the forgetful person owes nothing. Second, even if he did it intentionally, it is permissible for him at that time, because he has done one of the three: if he has stoned or performed tawaf, it is prescribed for him to shave and cut. If he does it intentionally, that is what is prescribed for him. And if he does it in a state of forgetfulness or ignorance, he owes nothing, even if it was before tawaf and sa'y, even if it was before 'Arafah. If he cuts or shaves his head while in a state of ignorance or forgetfulness, he owes nothing according to the correct opinion. Yes.
