All of this is sufficient, with the praise of Allah. Whenever the time for Hajj arrives and he performs Hajj with the Muslims, it suffices for him, even if he came from his country for other than Hajj. For example, if he came from Syria, or from Egypt, or from the Maghreb, or from the East, for work or for trade, and the time for Hajj coincided, and he entered the state of ihram from the miqat, and prayed and performed Hajj with the people, then it suffices for him, with the praise of Allah, without any disagreement we are aware of among the scholars.
