The question: His second question says: A person is able to restrain himself from everything that is shameful and ugly to do, except looking at women, especially those who display their adornment in the markets, and although this phenomenon is very rare in our country, what do you advise to do to avoid that?
The answer: It is obligatory in every situation to avoid looking at women who display their adornment and to lower the gaze; because Allah commanded that, as He the Exalted said:
Tell the believing men to reduce [some] of their vision and guard their private partsقُلْ لِلْمُؤْمِنِينَ يَغُضُّوا مِنْ أَبْصَارِهِمْ وَيَحْفَظُوا فُرُوجَهُمْ
[Surat al-Nur: 30]. So the believer lowers his gaze, fears his Lord, and asks Allah for well-being. Along with this, he disapproves of them, performs the duty of disapproval, disapproves of them, advises them, and makes it clear to them that this is forbidden and wrong. Perhaps Allah will guide them through this, along with lowering the gaze. So he combines the two things: he lowers his gaze and disapproves of the wrong. And if that does not benefit, he refers the matter to the Hisbah Authority so that they perform the duty in his country. Yes.
