Question:
A letter from one of the female listeners asking and saying: A man and his wife performed 'Umrah, but the woman did not shorten her hair, and the man did not shave his head, and they did not shorten their hair until after a long period. What is the ruling on what they did?

Answer:
It is obligatory to hasten to complete the 'Umrah by shaving or shortening the hair. If one forgets to shave or shorten and does something that is prohibited in the state of ihram due to forgetfulness, he owes nothing. However, if it was done knowingly and with negligence, the safest course is for each person to feed six poor people, or slaughter a sheep, or fast for three days as expiation for the harm. This means feeding six poor people, giving each poor person half a sa' (a dry measure of about 3 kg) of dates or the like, or fasting for three days, or slaughtering a sheep. Fasting may be done anywhere, but the slaughter of the sheep and the feeding must be done for the poor people in the Haram (the sacred precinct). This applies if it was done intentionally. If it was due to forgetfulness or ignorance, he owes nothing. Yes.
