There is no harm in that. If he proposed, and then it occurred to him not to marry, he has the right to do so, whether after a year, less, or more. If he proposed to her and then decided not to marry her, or if she agreed and then withdrew, there is no harm in that, praise be to Allah, as long as the contract has not been finalized.
