Yes, the poor people are rewarded for their intention, that if they had been able, they would have done it. So if he has a good intention that if he had been able, he would have spent, or fought, he will have the reward of the fighters and the spenders. This is how the hadith came, he (peace and blessings be upon him) said regarding Tabuk:
There are some people in Medina who were with you all the time, you did not travel any portion of the journey nor crossed any valley, but they were with youإن في المدينة أقوامًا ما سرتم مسيرًا، ولا قطعتم واديًا إلا وهم معكم
Sahih al-Bukhari 4423
And in another wording:
except that they share in the reward with youإلا شاركوكم في الأجر
They said: O Messenger of Allah, and they are in the city? He said:
and they are in the city, an excuse held them backوهم في المدينة، حبسهم العذر
.
And he (peace and blessings be upon him) said:
If a slave travels or falls ill, Allah writes for him what he used to do while he was healthy and residentإذا سافر العبد أو مرض كتب الله له ما كان يعمل وهو صحيح مقيم
This is from the favor of Allah (Exalted and Majestic is He). If the only thing preventing him from his deeds is travel and illness, he has the reward of the workers.
