Shaking hands with a non-mahram woman is not permissible, whether she is his paternal cousin, his maternal cousin, or someone more distant; because a paternal cousin is a non-mahram, and it is permissible for him to marry her, so it is not permissible for a believer to shake hands with non-mahram women; due to the saying of the Prophet (peace and blessings be upon him):
But I do not shake hands with women.إني لا أصافح النساء

And Aisha (may Allah be pleased with her) said: "By Allah, the hand of the Messenger of Allah (peace and blessings be upon him) never touched the hand of a woman, he only pledged allegiance to them with words."
So the point is: that shaking hands with non-mahram women is not permissible, and the one who does it is sinful, and he must repent to Allah from that, unless he was ignorant and did not know the Islamic rulings, in which case we hope for Allah's forgiveness for him, and he must be cautious in the future after he has learned the ruling, and whoever repents, Allah accepts his repentance, and Allah (Exalted and Majestic is He) is Gentle with His servants and Merciful, so the one who did not know the Islamic ruling and did not be lax, but when he learned the Islamic ruling he repented and turned back, Allah accepts the repentance of the one who repents .
So the point is: that repentance wipes out what came before it absolutely, whoever repents from a sin, Allah accepts his repentance, and you must be cautious in the future from shaking hands with non-mahrams, as for your sister, your paternal aunt, your maternal aunt, and the like of mahrams, there is nothing wrong with it, but as for non-mahrams, it is obligatory to be cautious from shaking hands with them; because that is a means to evil, yes.
