Question:
A letter from one of the listening brothers says: Muhammad Ali, the brother Muhammad, has a collection of questions. In one of them he asks: Is it permissible for a Muslim to wear any clothing, whether it is trousers or a jalabiyyah, provided it is below the ankles? What is the ruling on one who wears it, may Allah reward you with good? And is he considered to be committing one of the major sins?

Answer:
Clothing is among ordinary matters. A person is permitted to wear whatever he wishes from what Allah has made lawful, such as cotton, wool, linen, and silk if it is a woman wearing silk, unlike the man. However, he must not imitate the enemies of Allah in his clothing, and a woman must not imitate a man, nor a man imitate a woman in clothing or in anything else. Imitating the enemies of Allah in clothing or otherwise is not permissible. Imitating a woman by a man, or a man by a woman, is also not permissible, neither in speech, nor in walking, nor in clothing.
A man must not wear forbidden clothing, such as silk, or engage in isbal (letting garments hang below the ankles), such that his overcoat, trousers, pants, or lower garment hangs below the ankle. This is not permissible for a man; because of the saying of the Prophet (peace and blessings be upon him) in the authentic hadith:
Whatever of the Izar comes below the ankles is in the Fire.ما أسفل من الكعبين من الإزار فهو في النار

And his saying (peace and blessings be upon him):
Narrated Abu Dharr: The Prophet (ﷺ) as saying: There are three to whom Allah will not speak and at whom He will not look on the Day of Resurrection, and whom He will not declare pure, and they will have a painful punishment. I asked: Who are they, Messenger of Allah, they are losers and disappointed ? He repeated it three times. I asked: Who are they. Messenger of Allah, they are losers and disappointed ? He replied: The one who wears a trailing robe, the one who takes account of what he gives, and the one who produces a ready sale of a commodity by false swearing.ثلاثة لا يكلمهم الله، ولا ينظر إليهم يوم القيامة، ولا يزكيهم، ولهم عذاب أليم: المسبل إزاره، والمنان فيما أعطى، والمنفق سلعته بالحلف الكاذب

Thus, he who lets his lower garment hang is included among these three who are threatened. One must be cautious. As for the woman, she may let her clothes hang to cover her feet by a span to an arm’s length. As for the man, no; his clothes must be to the ankle, not hanging below the ankles, whether the clothes are shirts, trousers, lower garments, overcoats, or otherwise. He must fear Allah and be cautious of isbal (letting garments hang below the ankles). If it is done out of arrogance, the sin becomes greater. If it is done out of arrogance, the sin becomes greater because of his saying (peace and blessings be upon him):
Whoever arrogantly drags his garment, Allah will not look at him on the Day of Judgement.من جر ثوبه خيلاء؛ لم ينظر الله إليه يوم القيامة

The Shaykh: It is one of the major sins absolutely, because of this authentic hadith:
Whatever of the Izar comes below the ankles is in the Fire.ما أسفل من الكعبين من الإزار؛ فهو في النار

He threatens them with the Fire, and informed that:
to whom of Allah will not speak on the Day of Resurrection or look at them or purify them, and theirs will be a painful tormentلا يكلمهم، ولا ينظر إليهم، ولا يزكيهم، ولهم عذاب أليم
Sunan an-Nasa'i 2564Sahih (Darussalam)
He mentioned among them the one who lets his garment hang. This is one of the major sins. And if it is done out of arrogance, it becomes more severe. Yes.
