It is obligatory for a male to ensure that his lower garment, his trousers, and his shirt do not extend below the ankle, even if he has not reached puberty. The Prophet (peace and blessings be upon him) said: And he (peace and blessings be upon him) clarified that letting garments hang below the ankles is among the major sins, saying: Sunan Abi Dawud 4087Sahih (Al-Albani) and he mentioned the one who lets his garments hang.
Therefore, it is not permissible for a man, even if he has not reached the age of puberty, to let his garments hang below his ankles, nor is it permissible for him to wear silk or gold; because he is addressed by this prohibition and is prevented from it. It is the duty of his guardian to prevent him from doing so.
And women let their garments hang down until they cover their feet; because they are a trial and a source of exposure. And among the misfortunes is that now the opposite has been found: the man—may Allah protect us, except for those whom Allah guides—lets his garments hang and drags them, while the woman raises her garments. This is a reversal. We seek refuge in Allah from that. We ask Allah for well-being.

ثلاثة لا يكلمهم الله، ولا ينظر إليهم يوم القيامة، ولا يزكيهم، ولهم عذاب أليمTherefore, it is not permissible for a man, even if he has not reached the age of puberty, to let his garments hang below his ankles, nor is it permissible for him to wear silk or gold; because he is addressed by this prohibition and is prevented from it.
