Question:
I am a mu'adhdhin. Is it obligatory for me to make the reported supplication after the adhan, or is it not obligatory for the mu'adhdhin?

Answer:
The supplication is not obligatory; it is a recommended practice (sunnah) for the mu'adhdhin and for others. The supplication is a recommended practice (mustahabb), not obligatory for the mu'adhdhin after he finishes the adhan, nor for others. So, after finishing, the mu'adhdhin says: “O Allah, send blessings and peace upon the Messenger of Allah,” or “O Allah, send blessings upon Muhammad, and upon the family of Muhammad.” Then he says: “O Allah, Lord of this perfect call and the established prayer, grant Muhammad the intercession and the excellence, and raise him to the praiseworthy station which You have promised him. Indeed, You do not break Your promise.”
And so, every Muslim who hears the adhan says this, and it is recommended for every Muslim woman to say this. Whoever hears the adhan, whether a man or a woman, responds to the mu'adhdhin by saying what the mu'adhdhin says, except at the “hi’alah” (the call to prayer and success). At “Hayya ‘ala al-salah” (Come to prayer) and “Hayya ‘ala al-falah” (Come to success), he says: “There is no power and no strength except with Allah.” As for the rest, he says the same as him. If he says “Allahu Akbar” (Allah is the Greatest), he says “Allahu Akbar.” If he says “I bear witness that there is no god but Allah,” he says “I bear witness that there is no god but Allah,” and so on. Then, after finishing, he sends blessings upon the Prophet (peace and blessings be upon him) and says: “O Allah, Lord of this perfect call and the established prayer, grant Muhammad the intercession and the excellence, and raise him to the praiseworthy station which You have promised him.”
The Prophet (peace and blessings be upon him) said in an authentic hadith:
Whoever after listening to the Adhan says, 'Allahumma Rabba hadhihi-dda` watit-tammah, was-salatil qa'imah, ati Muhammadan al-wasilata wal-fadilah, wa b`ath-hu maqaman mahmudan-il-ladhi wa`adtahu' [O Allah! Lord of this perfect call (perfect by not ascribing partners to You) and of the regular prayer which is going to be established, give Muhammad the right of intercession and illustriousness, and resurrect him to the best and the highest place in Paradise that You promised him (of)], then my intercession for him will be allowed on the Day of Resurrectionمن قال حين يسمع النداء: اللهم رب هذه الدعوة التامة، والصلاة القائمة، آت محمدًا الوسيلة والفضيلة، وابعثه مقامًا محمودًا الذي وعدته؛ حلت له شفاعتي يوم القيامة
Sahih al-Bukhari 614
Al-Bukhari narrated it in his Sahih. Al-Bayhaqi added at the end:
You do not break Your promiseإنك لا تخلف الميعاد

with a good chain of narration.
And in the other hadith, some people said: “O Messenger of Allah! The mu'adhdhins have an advantage over us.” He said:
Say as they say, then ask, and you will be givenقل مثل قولهم، ثم سل تعطه
And in the other wording, he said:
When you hear the mu'adhdhin, say as he says, then send blessings upon me, for whoever sends blessings upon me once, Allah will send blessings upon him ten times. Then ask Allah for me the intercession, for it is a station in Paradise that is not fitting except for a servant of Allah, and I hope that I will be the one. Whoever asks for me the intercession, intercession will be granted to himإذا سمعتم المؤذن فقولوا مثلما يقول، ثم صلوا علي، فإنه من صلى علي واحدة؛ صلى الله عليه بها عشرًا، ثم سلوا الله لي الوسيلة فإنها منزلة في الجنة لا تنبغي إلا لعبد من عباد الله، فأرجو أن أكون أنا هو، فمن سأل لي الوسيلة؛ حلت له الشفاعة
This is a great favor.
So, it is recommended for the believing man and woman, when they hear the mu'adhdhin, to respond to the mu'adhdhin exactly as he says, except when he says: “Hayya ‘ala al-salah, Hayya ‘ala al-falah” (Come to prayer, Come to success), then they say: “There is no power and no strength except with Allah.” Then, after finishing, they send blessings upon the Prophet (peace and blessings be upon him) by saying: “O Allah, send blessings and peace upon the Messenger of Allah,” or “O Allah, send blessings upon Muhammad, and upon the family of Muhammad, as You sent blessings upon the family of Ibrahim, and bless Muhammad, and the family of Muhammad, as You blessed the family of Ibrahim. Indeed, You are Praiseworthy and Majestic.” Any type of the Ibrahimic form of sending blessings is sufficient.
Then he says: “O Allah, Lord of this perfect call and the established prayer, grant Muhammad the intercession and the excellence, and raise him to the praiseworthy station which You have promised him.” It is better to add
You do not break Your promiseإنك لا تخلف الميعاد
Muwatta Malik 20:132
This is the best, and it is a recommended practice (sunnah), not obligatory.
