He raises his hands after the prayer, or he supplicates in prostration; all of that is good. Or he does it outside of prayer, raising his hands and supplicating, and he persists in his supplication. This is what is prescribed; for Allah (Exalted and Majestic is He) said: [Ghafir: 60]. The Prophet (peace and blessings be upon him) said: Bulugh al-Maram 2:207.
