Question:
You are inquiring about the noble verse, Your Eminence, in the saying of Allah the Exalted:
He causes to stray whom He wills and guides whom He willsيُضِلُّ مَنْ يَشَاءُ وَيَهْدِي مَنْ يَشَاءُ
[Al-Nahl:93].

Answer:
On its apparent meaning, it is He who guides whom He wills. Guidance is in His hand—(Exalted and Majestic is He)—He guides whom He wills and leads astray whom He wills. It is not in the hand of the servant. The servant has in his hand only supplication to Allah, humility before Him, acting in obedience to Him, and striving in obedience. And success is from Allah. He guides whom He wills and leads astray whom He wills. His is the perfect wisdom.
However, the servant asks his Lord for guidance, as He said—(Exalted and Majestic is He)—in Surat al-Fatihah:
Guide us to the straight path -اهْدِنَا الصِّرَاطَ الْمُسْتَقِيمَ
[Al-Fatihah:6]. And Allah says—(Exalted and Majestic is He)—:
all of you are astray except for those I have guided, so seek guidance of Me and I shall guide youكلكم ضال إلا من هديته، فاستهدوني أهدكم

This is how it came in the authentic, sacred hadith. So the believer, and the servant, asks his Lord for guidance, success, and rectitude. He strives for the means of good and keeps the company of the righteous... thus, and he asks his Lord for guidance. Our Lord is the One who guides whom He wills. Yes.
