Memorizing the Qur'an is not obligatory; it is recommended if it is made easy. If Allah makes it easy for him to memorize the Qur'an, or for a woman to memorize the Qur'an, that is a great good and a great favor, but it is not obligatory.
It is obligatory to memorize al-Fatihah, which is a pillar of the prayer. It is recommended for him to memorize what is made easy for him of the short surahs along with it, so that he can recite them in his prayer. If Allah makes it easy for him to memorize the Qur'an, or a large portion of it, that is among the great blessings of Allah. So it is prescribed for him to strive in that, and the woman is the same.
