Question:
Your sister Fatimah al-‘Utaybi, from ‘Afiyah, says: I hope that the Shaykh (may Allah preserve him) will explain this noble verse from Surat al-Nur, in the saying of Allah the Exalted:
And tell the believing women to reduce [some] of their visionوَقُلْ لِلْمُؤْمِنَاتِ يَغْضُضْنَ مِنْ أَبْصَارِهِنَّ ...
[al-Nur:31]... to the end of the verse?

Answer:
This is clear. The believing woman must lower her gaze in the presence of men, except when necessary for the road; she must not extend her gaze for the sake of desire. However, looking when necessary for the road is permissible. And with the guarding of private parts:
not expose their adornment except to their husbandsوَلا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ
[al-Nur:31] “al-Bu‘ul” means husbands.
their fathers, their husbands' fathersأَوْ آبَائِهِنَّ أَوْ آبَاءِ بُعُولَتِهِنَّ...
[al-Nur:31]... to the end of the verse. She does not display her face, feet, or hands except to her husband, or to those mentioned in the noble verse. The verse is clear, and praise be to Allah. Yes.
