Q: Your Eminence, our father Shaykh 'Abd al-'Aziz ibn 'Abd Allah ibn Baz (may Allah preserve him), peace be upon you and Allah's mercy and blessings. After that, we present to Your Eminence our topic regarding our desire to reduce the levels of Qur'an memorization at Umm al-Qura University. This is not out of dislike for memorizing the Qur'an, but rather it stems from two reasons: First: what is narrated from Abu Musa that the Prophet (peace and blessings be upon him) said:
Keep refreshing your knowledge of the Qur'an, for I swear by Him in Whose Hand is the life of Mahammad that it is more liable to escape than camels which are hobbled.تعاهدوا هذا القرآن فوالذي نفس محمد بيده لهو أشد تفلتا من الإبل في عقلها

It is agreed upon by al-Bukhari and Muslim. Therefore, as the amount memorized increases, the circumstances of life may lead to reviewing some of it while the rest is lost to forgetfulness. The believer is eager to protect himself from that punishment with which the Lord of the Worlds has threatened those who memorize His verses and then forget them.
Second: Worries have piled up on people in this life, and the burdens of life have increased. Memorizing the Qur'an requires a clarity of mind that these burdens and worries may not facilitate.
Therefore, we ask your Eminence to stand by your sons, the university students, to achieve their desire to reduce the levels of Qur'an memorization, such as being content with two parts of the Qur'an and replacing the last two hours with a course in the principles of jurisprudence or the Prophetic biography. May Allah reward you with good for us, and we ask the Exalted to preserve you and prolong your life.

A: And upon you be peace and Allah's mercy and blessings: After that:
We thank you for your noble zeal for the Book of Allah, but we do not see approval of what you mentioned. We hope that what the university sees is sufficient and blessed, if Allah wills, with a good outcome. As for the warning you referred to, its intended meaning is not forgetting the verses from the aspect of memory, but rather the intended meaning is forgetting the action and abandoning it. As for forgetting the memorized from the aspect of slipping away and not reciting it, no one is safe from that, even the Prophet (peace and blessings be upon him). He said in some hadiths:
May Allah have mercy on so-and-so; he reminded me of such-and-such a verse which I had forgotten.رحم الله فلانا، لقد أذكرني آية كذا كنت أنسيتها
And he said (peace and blessings be upon him): "I am only a human being like you; I forget just as you forget." And he forgot in prayer several times. May Allah guide everyone to what pleases Him.
And peace be upon you and the mercy of Allah and His blessings.
