Answer:
There is no blame on him. The two rak'ahs of tawaf are a recommended practice (sunnah). If he leaves them, his tawaf is valid, his Hajj is valid, and his 'Umrah is valid. However, it is a confirmed recommended practice, so it should not be intentionally left. Rather, he should strive to maintain it behind the Maqam if it is feasible, or in any part of al-Masjid al-Haram, or in any part of the Haram; doing it there is sufficient. If he does it after sa'y, it is also sufficient, and there is no blame. Yes.
