Question:
From the M.S.M. group in the Dammam region, asking about one who was unable to fast Ramadan due to an ulcer. How do you guide him? May Allah reward you with good.

Answer:
If it is established by the doctors that fasting harms him, he breaks his fast; otherwise, he does not. He has to fast, because illnesses differ. The illness that prevents one from fasting allows him to break his fast, as Allah the Exalted said:
and whoever is ill or on a journey - then an equal number ofوَمَنْ كَانَ مَرِيضًا أَوْ عَلَى سَفَرٍ فَعِدَّةٌ مِنْ أَيَّامٍ
[Surat al-Baqarah: 185]. If he has an illness that makes fasting difficult, he breaks his fast and makes it up. If he has an ulcer that fasting harms, he breaks his fast and makes it up.
If the specialist doctor determines that fasting harms the person with the ulcer and that recovery from it is hopeless, and the illness may persist, or it is one of the illnesses from which recovery is hopeless, then he breaks his fast and feeds one poor person for every day, like the very old, decrepit elder who cannot fast. He feeds one poor person for every day, half a sa' (a dry measure of about 3 kg) of the local staple food. He collects it for all the days and gives it to some of the poor at the beginning of the month, in the middle of the month, or at the end of the month.
