Machine translationRead the Arabic original
Question:
A letter from one of the listening brothers says: I work in the Kingdom of Saudi Arabia in a small grocery store that earns between two hundred and three hundred riyals a day. I have customers, and I am married and residing here. I have a daughter and other family expenses, so I am unable to provide for my father or mother; because I have two brothers in addition to my family, and one of my older brothers refused to help me support the family. What is your opinion? May Allah reward you with good.
The Shaykh: Repeat.

I have two brothers in addition to my family, but one of my brothers refused to help me with the expenses of the parents. What is your guidance for me and my brothers? May Allah reward you with good.
Answer:
You must provide for the parents and the children if the parents are unable to earn and provide for themselves from their own wealth. You divide what you have and what you earn among everyone according to your capacity: among your children, your parents, yourself, and your wife, according to your capacity. Your two brothers must help in this; it is obligatory for them to help with the maintenance of their parents if they are able to do so. [al-Taghabun:16]. The maintenance of your children and your parents, if they are unable, is upon you, and likewise your wife. Your two brothers must help if they are able from their wealth or their earnings, and this is obligatory. This is part of the obligatory dutifulness to parents that is required of the children. The distribution is according to capacity: you distribute what you have to prepare food for everyone and to buy clothing for everyone according to your capacity. [al-Taghabun:16]. Yes.
The presenter: May Allah reward you with good. He asks about his brother who did not help him in providing for the parents?
The Shaykh: If he wishes, he should refer the matter to the judge, or if he wishes, he should be patient. If he wishes, he should refer the matter to the judge so that he may be compelled to pay if he is able. As for if he is unable, you have no right to transgress against him. Yes.
The presenter: May Allah reward you with good.
