What is the ruling on the evidence cited by Imam Ibn al-Qayyim (may Allah have mercy on him) in his book al-Jawab al-Kafi, where he says: “Whoever says: If one prays four rak'ahs for Allah and then supplicates to Allah, his supplication will be answered, whether he is in distress or not,” taking this from the story of the Ansari merchant who was attacked by a thief?

As far as I know, I have not come across this statement regarding the prayer of four rak'ahs. As for the report about the thief, it is a report containing weakness. However, supplicating to Allah and humbling oneself before Him is among the causes of the supplication being answered, by the explicit text of the Qur'an. Allah the Exalted said:
And when My servants ask you, [O Muhammad], concerning Me - indeed I am near. I respond to the invocation of the supplicant when he calls upon Meوَإِذَا سَأَلَكَ عِبَادِي عَنِّي فَإِنِّي قَرِيبٌ أُجِيبُ دَعْوَةَ الدَّاعِ إِذَا دَعَانِ
[al-Baqarah:186].. And He, the Exalted, said:
Call upon Me; I will respond to you.ادْعُونِي أَسْتَجِبْ لَكُمْ
[Ghafir:60].
The explicit text of the Qur'an is Allah's promise to the supplicant that his supplication will be answered. So the believer should supplicate to Allah, strive in his supplication, and turn to Allah with his heart, whether after prayer or not. Whenever he turns to Allah and strives in supplication, and avoids the causes of being deprived of the answer, such as eating what is forbidden and committing sins, he is likely to be answered.
But a person may be prevented from being answered for a profound wisdom: either because he persisted in sins, or because he uses unlawful earnings, or because he supplicates with a heedless and indifferent heart, or for other reasons. So supplication has obstacles, as the Prophet (peace and blessings be upon him) said:
No servant supplicates to Allah with a supplication that contains no sin or severing of family ties but that Allah gives him one of three things: either his supplication is hastened for him in this world, or it is stored for him in the Hereafter, or He averts from him an evil equal to it.ما من عبد يدعو الله بدعوة ليس فيها إثم ولا قطيعة رحم إلا أعطاه الله بـها إحدى ثلاث: إما أن تعجل له دعوته في الدنيا، وإما أن تدخر له في الآخرة، وإما يدفع عنه من الشر مثل ذلك
They said: O Messenger of Allah! Then should we increase? He said:
Allah is more.الله أكثر

Allah, the Exalted, may hasten the answer, or delay it for a profound wisdom, or give him something better and more excellent than it. He may avert from him an evil that is better for him than granting his supplication. He may withhold the answer because of his sins and bad deeds, his persistence in sins, his eating of what is forbidden, his heedlessness regarding Allah, and so on. The causes are many, and there is no power and no strength except with Allah.
