Question:
When do we order our daughters to wear the hijab?

Answer:
It is obligatory to order them to wear the hijab when they reach puberty. When a girl reaches fifteen years of age, or experiences a wet dream—meaning she discharges semen, whether in sleep or while awake—or grows coarse hair around the private parts—which is the hair.
However, they should be trained in this before that, when they begin to approach the age of nine; because at that time she develops desire. Aisha (may Allah be pleased with her) said: "When a girl reaches nine years of age, she is a woman." She should be trained in the hijab and advised to wear it, but without harshness, until she reaches puberty. Then she will have become accustomed to the hijab and practiced in it.
And he (peace and blessings be upon him) said:
Allah does not accept the prayer of a woman who menstruates (i.e., an adult woman) except with a head cover.لا يقبل الله صلاة حائض إلا بخمار

So the head covering is obligatory for her in prayer when she reaches puberty. As for what concerns men; her concealing herself before puberty, becoming accustomed to this, and being ordered to do so is more preferable and better to keep her away from danger. When she reaches puberty, it becomes obligatory upon her, and it becomes obligatory to compel her to do so.
