Is it permissible for the people of Makkah to perform Hajj from their homes?

Machine translationRead the Arabic original
Question:
I am in Makkah, so is it valid for me to perform 'Umrah and Hajj from my home without going out to al-Hill?

Answer:
That is not permissible for you. It is prescribed to go out to al-Hill. This is the position of the majority of scholars, and it is like a consensus among them. The opinion that this is permissible is anomalous and cannot be relied upon. The permissibility of entering the state of ihram from within the Haram is an anomalous opinion with no basis. The correct view is that one goes out to al-Hill, as established in "al-Sahihayn" in the hadith of 'A'ishah (may Allah be pleased with her): that when the Prophet (peace and blessings be upon him) was asked for 'Umrah, he ordered her to go out to al-Hill. He ordered her brother 'Abd al-Rahman to take her out to al-Hill, so she entered the state of ihram from al-Tan'im. As for the hadith of Ibn 'Abbas:
And whoever is less than that, his place of entering ihram is from where he began.ومَن كان دون ذلك فمُهَلُّه من حيث أنشأ
, this is a general statement that has been specified. It refers to Hajj, not 'Umrah, as evidenced by the hadith of 'A'ishah. The hadith of 'A'ishah is more specific, and it is also later in time.
