Question:
Peace be upon you and Allah's mercy and blessings, and after that, we see many people who do not attend the congregational prayer for the Fajr prayer, excusing themselves with sleep, and they do not wake up until seven o'clock or later. What is the ruling on one who sleeps through the Fajr prayer and this happens to him constantly, meaning he does not strive to wake up? I ask for clarification, and may Allah reward you with good.

Answer:
This is one of the calamities occurring among people, and one of the signs of the weakness of religion, or the absence of religion. We cannot count how many people complain of this matter, which is that he sleeps through the dawn and does not get up except at the time of work. He preserves the matters of this world and neglects the matters of the Hereafter. He neglects the obligatory duty through this prayer, but he is keen on what concerns his salary and his worldly life. This is one of the great calamities, and a great deficiency in religion or its absence—may Allah grant us safety.
And this is not permissible at all. Rather, it is obligatory for him to take care of the prayer—the Fajr prayer—and that he have an hour that helps him with that, or someone from his family who wakes him up for that. It is not permissible for him to be lax in this matter. Rather, he must pray it in its time with the congregation. The woman is likewise; it is obligatory for her to pray it in its time before the sun rises. It is not permissible for the man or the woman to be lax in that, so that they do not pray it except after the sun has risen, or when going to work. This is a great abomination.
And it is obligatory for his neighbors to forbid him from it, and for his family to forbid him from it. It is not permissible for the community to remain silent about such a thing. Rather, they should advise him, direct him to good, encourage him in the obedience of Allah and His Messenger, and warn him of imitating the people of hypocrisy. And thus, the best of his family—his father and others—must cooperate in this.
And he must strive for this, and that he hasten before the time that is not sufficient for him, meaning: he hastens so that he sleeps a time that is sufficient for him to get up for the Fajr prayer. As for staying up late watching television, or other than television, and then sleeping through the Fajr; this is a great abomination—we seek refuge in Allah. Rather, it is obligatory for him not to stay up late, and that he sleep the sleep that is sufficient for him to get up for the Fajr prayer.
And it is upon the rulers and upon the Commission to observe this among people, and for the Commission's centers to observe this as well. And one who is known for this must be disciplined and treated as the wrongdoers, the negligent, the open sinners who deserve discretionary punishment.
