Who are those granted a dispensation not to stay overnight at Muzdalifah?

Machine translationRead the Arabic original
Question:
Regarding Muzdalifah, it is said: their staying is obligatory; because Asma’s statement: “A dispensation was granted to the traveling women,” does this imply that anyone other than the traveling women and those following them is forbidden from leaving?

Answer:
This is a matter for consideration, but this is the original ruling. However, texts have come that indicate leniency in this matter; because the crowding and the large number of people strengthen the dispensation. The weak were granted a dispensation only because of hardship. So when hardship comes, an excuse is present. When severity comes, ease comes. In the final hours, there is severe crowding and hardship. If all the people were to sit until the late morning, it would be a hardship.
