So it is obligatory for all Muslims to carry out this instruction, and not to bring in a worker or a servant, or anyone else, except from among the Muslims. And this obligation also lies with the rulers in this peninsula, that they not bring in anyone except Muslims, except where extreme necessity calls for their presence due to the lack of a Muslim alternative.
