Question:
This is a questioner, your brother in Allah, Abu Saleh, who asks: What is the ruling on one who prays but does not pay zakah, while he believes that zakah is an obligation? May Allah reward you.

Answer:
In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send prayers and blessings upon the Messenger of Allah, his family, and his Companions, and upon those who follow his guidance.
As for what follows:
Zakah is a great pillar of the five pillars of Islam, and it is the third pillar. Allah has paired it with prayer in many places in the Qur'an, and likewise the Prophet (peace and blessings be upon him) paired it with prayer in many hadiths. The Exalted and Majestic said:
And establish prayer and give zakah and bow with those who bow [in worship and obedience].وَأَقِيمُوا الصَّلاةَ وَآتُوا الزَّكَاةَ وَارْكَعُوا مَعَ الرَّاكِعِينَ
[al-Baqarah:43],
And establish prayer and give zakah and obey the Messenger - that you may receive mercy.وَأَقِيمُوا الصَّلاةَ وَآتُوا الزَّكَاةَ وَأَطِيعُوا الرَّسُولَ لَعَلَّكُمْ تُرْحَمُونَ
[al-Nur:56], and He the Exalted said:
And they were not commanded except to worship Allah, [being] sincere to Him in religion, inclining to truth, and to establish prayer and to give zakah. And that is the correct religion.وَمَا أُمِرُوا إِلَّا لِيَعْبُدُوا اللَّهَ مُخْلِصِينَ لَهُ الدِّينَ حُنَفَاءَ وَيُقِيمُوا الصَّلاةَ وَيُؤْتُوا الزَّكَاةَ وَذَلِكَ دِينُ الْقَيِّمَةِ
[al-Bayyinah:5], and the Prophet (peace and blessings be upon him) said:
Islam is based upon five: the testimony of La Ilaha Illallah, and that Muhammad is the Messenger of Allah, the establishment of the Salat, giving the Zakat, fasting (the month of) Ramadan, and performing Hajj to the House.بني الإسلام على خمس: شهادة أن لا إله إلا الله، وأن محمدًا رسول الله وإقام الصلاة، وإيتاء الزكاة، وصوم رمضان، وحج البيت

And when he sent Mu'adh to Yemen, he said to him, may the prayers and peace of Allah be upon him:
So call them to bear witness that there is no diety but Allah, and that I am the Messenger of Allah. If they obey you in this respect, tell them that Allah has prescribed five prayers on them every day and night. If they obey you in this regard tell them that Allah has prescribed sadaqah(zakat) on their property and returned it to their poor.ادعهم إلى أن يشهدوا أن لا إله إلا الله، وأني رسول الله، فإن أجابوك لذلك فأعلمهم أن الله افترض عليهم خمس صلوات في كل يوم وليلة، فإن هم أجابوك لذلك فأعلمهم أن الله افترض عليهم صدقة تؤخذ من أغنيائهم وترد في فقرائهم

So the one who is stingy with zakah, this is a great evil and a major sin, and he is threatened with punishment on the Day of Resurrection, as in the saying of the Exalted and Majestic:
And those who hoard gold and silver and spend it not in the way of Allah - give them tidings of a painful punishment. (35) The Day when it will be heated in the fire of Hell and seared therewith will be their foreheads, their flanks, and their backs, [it will be said], "This is what you hoarded for yourselves, so taste what you used to hoard."والَّذِينَ يَكْنِزُونَ الذَّهَبَ وَالْفِضَّةَ وَلا يُنفِقُونَهَا فِي سَبِيلِ اللَّهِ فَبَشِّرْهُمْ بِعَذَابٍ أَلِيمٍ ۝ يوْمَ يُحْمَى عَلَيْهَا فِي نَارِ جَهَنَّمَ فَتُكْوَى بِهَا جِبَاهُهُمْ وَجُنُوبُهُمْ وَظُهُورُهُمْ هَذَا مَا كَنَزْتُمْ لِأَنفُسِكُمْ فَذُوقُوا مَا كُنتُمْ تَكْنِزُونَ
[al-Tawbah:34-35].
It is authentic from the Prophet (peace and blessings be upon him) that he said:
The man who did not pay his zakah will be brought on the Day of Resurrection, and his hoard will be brought, and it will be heated in the Fire of Hell, and his forehead, his flank, and his back will be branded with it. Every time it cools... on a Day whose measure is fifty thousand years, then he will see his way, either to Paradise or to the Fireيؤتى بالرجل يوم القيامة الذي لم يؤد زكاته ويؤتى بكنزه فيحمى عليه في نار جهنم فيكوى به جبينه وجنبه وظهره، كلما برد..... في يوم كان مقداره خمسين ألف سنة، ثم يرى سبيله إما إلى الجنة وإما إلى النار
, so he is threatened with the Fire and is in great danger. But he does not become a disbeliever; he is a sinner if he does not deny its obligation. He knows that it is obligatory, but he is stingy. He is a sinner and has committed a major sin for which he is threatened with the Fire, and he is in danger of entering the Fire. We ask Allah for safety. Yes.
