Answer:
It includes everyone, for letting garments hang below the ankles is prohibited in all clothing: shirts, trousers, lower garments, shawls, pants, and so on. The limit for all clothing is the ankle; it is not permissible to go beyond the ankle.
The Prophet (peace and blessings be upon him) said:
Whatever of the Izar comes below the ankles is in the Fire.ما أسفل من الكعبين من الإزار فهو في النار

Al-Bukhari narrated it in "Sahih." The dividing line is from the middle of the shin to the ankle; this is the Sunnah. The limit is the knee; the knee is the limit. What is above it is 'awrah (the part of the body that must be covered), and what is below it is not 'awrah. However, it is better to let it hang to the middle, or to the ankle, and there is nothing wrong with that. But below the ankle, it is not permissible.
As for the woman, there is nothing wrong with it; because it is 'awrah, there is nothing wrong with her letting her clothes hang a span or an arm's length, as came in the authentic hadiths.
