The Ruling on a Woman Advising Her Relatives and Reciting the Qur'an to Them

Question:
The listener (B. A.) from Riyadh: We presented some of her questions in a previous session, and in this session we hope to complete the remainder of her questions. She asks this question and says:
Is it permissible for a young woman to advise her male relatives who are not mahram (close relatives one may not marry) and to recite the Qur'an to them with a beautiful voice, reciting it melodiously and with good tajwid (recitation rules), knowing that if she does so, the young woman will cover her face, hands, and feet completely, meaning a complete covering of the body such that nothing of her is visible except her voice, out of a desire to call people to Allah?
Answer:
Yes, it is prescribed for her to advise her relatives, whether she is a young girl, of middle age, or advanced in age. Advice is required from everyone. The Prophet (peace and blessings be upon him) said: It was said: For whom, O Messenger of Allah? He said: Sahih Muslim 55a This includes men and women.
And in the two Sahihs (authentic collections) from Jarir ibn Abdullah al-Bajali (may Allah be pleased with him) he said:Sahih al-Bukhari 1401.
So there is no objection to a young woman advising her brothers, her relatives, her cousins, and her neighbors, provided there is no breaking of the voice, no coquetry in the voice, and no submission (in tone). Rather, she reads what she reads of hadiths or verses in a moderate reading that contains nothing that would cause temptation in her or lead to fitnah (trial) through her, or result in something whose consequences are not praiseworthy. Rather, she reads in a normal way, without affectation and without submission in speech. It is simply a straightforward reading when the need arises to read a verse or a hadith for admonition and reminder, as Allah the Exalted said: [Al-Dhariyat: 55] or she reads [Al-Baqarah: 278] [Al-Ahzab: 70] [An-Nisa: 1] and the like of that.
The point is that if she reads some verses for the sake of advice, a normal reading is fine. And if she fears fitnah, she should not read; she should advise without reading. Fear Allah, leave this, this is not permissible, smoking is not permissible, drinking intoxicants is not permissible, talebearing and backbiting are not permissible. There is no need for her to read if she fears fitnah through her voice; rather, she advises them without the need. And if she reads in a passing manner, a reading that contains no fitnah, there is no harm in that.
And the conclusion is that this returns to what she knows and what she believes to be the case. If she fears fitnah, she does not recite the recitation with tajwid, but she commands, forbids, and advises without the need for recitation with tajwid, and she mentions the hadiths in a normal voice. Because Allah the Exalted said: [Al-Ahzab: 32] Some people may become hopeful if they see the softness of her voice and the beauty of her voice. Some people may become hopeful to flirt with her in some way or do something that harms her.
So the conclusion is that she does what is more cautious, and there is no need for her to do something that may harm her. Advice does not depend on this; she can advise, command, and forbid without the need to read verses. Rather, she informs them of the command of Allah and His Messenger, and praise be to Allah.
