Who are the people whom it is permissible for a woman to shake hands with?

Answer:
She is not permitted to shake hands with anyone except her wali (guardian) and her mahrams (close relatives), namely her husband and her mahrams: her husband’s father, her husband’s son, her father, her son, her brother, her paternal uncle, her maternal uncle… the mahrams, or women. As for shaking hands with her sister’s husband, or her husband’s brother, or her cousin, or her maternal cousin, or …, this is not permissible. Handshaking with men is only for mahrams specifically. For this reason, when the Prophet (peace and blessings be upon him) took the pledge of allegiance from the women and a woman extended her hand to him, he refused and said:
But I do not shake hands with women.إني لا أصافح النساء

, and Aisha (may Allah be pleased with her) said:
And the hand of Allah's Messenger (ﷺ) did not touch any woman's handما مست يد رسول الله يد امرأة قط

He used to take their pledge of allegiance only by words, peace and blessings be upon him.
This happens frequently, and it occurs often among some women in the south and in the desert. One should be cautious of this. Handshaking is only for mahrams; such as the father, the brother, the paternal uncle, the husband, the husband’s father, and the husband’s son, and likewise with women.
As for shaking hands with a non-mahram man who is permitted to marry her, such as her cousin or her sister’s husband—if he divorced her, he would be permitted to marry her sister; if he divorced her or she died, he would be permitted to marry her sister—then she must not shake hands with her husband’s brother, her husband’s paternal uncle, her husband’s maternal uncle, or her sister’s husband. All of this is not permissible because they are non-mahrams. Similarly, she must not shake hands with her neighbors, her cousins, her driver, or her servant. Yes.
