What is the ruling on one who begins Hajj with an intention for other than Allah?

Question:
If one begins Hajj for other than Allah, and then sincerity presents itself to him at 'Arafah or before the tawaf?

Answer:
What appears to me is that if the basis of the Hajj was for other than Allah, he must complete it; because Allah said:
And complete the Hajj and 'umrah for Allahوَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلَّهِ
[Surat al-Baqarah: 196], but his intention for other than Allah invalidates its reward; he will not have the reward of Hajj, and he bears a sin; the sin of minor shirk (associating partners with Allah).
Q: Is it obligatory for him to complete it, even though the original act of worship was for other than Allah?
A: Even so, he is bound by his entry; his claim that he intended such-and-such is not accepted; completion is obligatory, Allah said:
And complete the Hajj and 'umrah for Allahوَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلَّهِ
[Al-Baqarah 2:196]

Q: Is the verse not applicable to one who began Hajj for Allah (peace and blessings be upon him) , applicable to the saying of the Exalted:
