There is no harm in a person applying perfume after donning the ihram if he has not yet formed the intention. However, if he has formed the intention, he must not apply perfume.
The criterion is the intention. If you intended to enter into the rites, you must not apply perfume. As for your specific case, you owe nothing;Because Allah says:
Our Lord, do not impose blame upon us if we have forgotten or erred.رَبَّنَا لا تُؤَاخِذْنَا إِنْ نَسِينَا أَوْ أَخْطَأْنَا
[al-Baqarah:286] And you did not intentionally take the perfume; you thought it was permissible, so you owe nothing. But in the future, once you form the intention, do not apply perfume, even if you are still at the miqat.
