The obligation of one who cannot control his urine

Machine translationRead the Arabic original
A message was received by the program from one of the listening brothers. The sender (S.A.M.) says: I am a young man, twenty-six years old. I was involved in an accident three years ago, and since then I have not been able to control my excretion. In addition, I have suffered from partial paralysis. Is it permissible for me to recite the Qur'an and pray with dry ablution? And is it permissible to perform dry ablution on the wall of the house?
Answer: This question is general. If the questioner means that he cannot control his urine, he prays according to his condition, and he prays with water, not with dry ablution. Likewise, if he is struck by paralysis such that he cannot control his urine and it comes out, he cleans himself when the time enters, and he performs ablution when the time enters, like the woman with irregular bleeding. When the time enters, he cleans himself and performs ablution for prayer, then he prays, even if something comes out
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Al-Taghabun:16].
However, he should take precautions by binding something around his penis to reduce the impurity on him, just as the woman with irregular bleeding places something in her private parts to stop the blood during the time of irregular bleeding, which is the blood that comes with her constantly, other than menstruation. For this person, the woman with irregular bleeding, and those similar to them, it is obligatory that they use what reduces the excretion, such as cotton or the like. One of them performs ablution when the time enters, cleans himself, then performs the ablution for prayer, and then prays according to his condition. If he has something that prevents him from performing ablution, such as an illness that makes water difficult for him, he performs dry ablution. He strikes the earth with his hands, or the wall that contains earth, he rubs it and strikes the earth, and wipes his face and his palms with it. If the wall is a mud brick wall, if he rubs it and there is dust, he strikes it; otherwise, he strikes the ground. This is if he is unable to use water. Yes.
The presenter: May Allah reward you.
