No, that is not permissible. His taking money for his guarantee and recruitment is one of the causes of harm to the Muslims. Recruitment must be based on the regulated conditions established and organized by the state. This matter was presented to the Committee of Senior Scholars, who decided on this and wrote to the state accordingly, stating that recruitment should be based on the regulated conditions organized by the state so that the corrupters in the land do not multiply.
