Question:
Allah the Exalted said:
And she certainly determined [to seduce] him, and he would have inclined to herوَلَقَدْ هَمَّتْ بِهِ وَهَمَّ بِهَا
[Surat Yusuf: 24] to the end of the verse. Some said that he intended to strike her, while others said otherwise. We hope for clarification of the matter?

Answer:
The correct view is that he desired her herself for the purpose of committing fornication with her, not striking her. And she desired him in the same way, meaning that each of them desired the other for the forbidden act of intercourse and fornication. But Allah preserved him and protected him; because he is among the sincere servants of Allah. And praise be to Allah—(peace and blessings be upon him)—intentioning a bad deed does not lead to being held accountable for it; one is only held accountable for committing it.
It is established from the Messenger of Allah—(peace and blessings be upon him)—that he said:
If a man intends a good deed and does not do it, Allah records it for him as a good deed. And if he intends a bad deed and leaves it off out of fear of Allah, He records it as a good deed.إذا هم الرجل بالحسنة، فلم يفعلها؛ كتب الله له حسنة، وإذا هم بالسيئة، فتركها من جراء الله؛ كتبها حسنة
Yusuf is of this category: he intended it, then left it off for the sake of Allah, so Allah recorded it for him as a reward .
