Question:
I am a person—and praise be to Allah—upright, and I do not declare myself righteous, but when I see women, my gaze is drawn to them, though not continuously. After looking, I follow it with seeking forgiveness, prayer, and regret, but I quickly return to looking a second time, knowing that I do not commit unlawful sexual intercourse and do not incline toward it?

Answer:
You, O Abdullah, must lower your gaze and strive to lower your gaze, for Allah says:
Tell the believing men to reduce [some] of their visionقُلْ لِلْمُؤْمِنِينَ يَغُضُّوا مِنْ أَبْصَارِهِمْ
[al-Nur:30] So you are commanded to lower the gaze and be careful. The Prophet (peace and blessings be upon him) was asked about a sudden glance, and he said:
while you are not to blame for the first, you have no right to the secondلك الأولى، وليست لك الأخرى

He said:
Avert your gazeاصرف بصرك
If one is tested with a look, let him turn his gaze away and not follow the look with another look. This is not permissible. Even if you seek forgiveness afterward, it is not permissible for you to follow one look with another. Rather, you must lower your gaze and turn away from the women you are tested with, in the manner of a believer who fears Allah As for your seeking forgiveness after this, that is a good and righteous deed, and it is obligatory upon you. But before that, you must turn away from the sin and distance yourself from the sin first, before it occurs. You must lower your gaze, turn your gaze away, and beware of the evil of looks. How many a look has led to regret—may Allah protect us from that—and how many a look has led to great evil and major corruption. We ask Allah for well-being.
