Yes, if the water is scarce such that he cannot complete the ghusl with it, he performs wudu' for the prayer, and performs tayammum for the rest; because the Messenger of Allah (peace and blessings be upon him) said:Sahih al-Bukhari 7288 And this is the meaning of the statement of Allah the Exalted: [Al-Taghabun: 16]. So if the water is scarce, he performs wudu' with it and performs tayammum. From this is the story of 'Amr ibn al-'As (may Allah be pleased with him) when the cold became severe for him and he feared for himself; he performed wudu' and then performed tayammum for the janabah. So if the water is scarce, he performs wudu' from it and performs tayammum for the janabah. Likewise, if the water he has is not sufficient for him except for drinking and eating, he performs tayammum for the janabah and other things, and that is sufficient.
