How to Deal with Rulers Who Do Not Rule by the Law of Allah
Machine translationRead the Arabic original
Question:
In some Islamic countries where the law of Allah is not implemented, and whose rulers ally themselves with the enemies of Allah, namely disbelievers and atheists, Muslim youth fall into confusion and anxiety. Due to their lack of knowledge and the prevalence of corrupt scholars, these youth oscillate between going to the extreme of declaring the rulers disbelievers and declaring jihad to resist them.
Some of them see the necessity of knowledge, seeking religious knowledge first, and then calling people to Allah with insight, wisdom, and good admonition. There is often disagreement between the two groups, and accusations are exchanged between the two sides. We ask for your advice to these and those, and what is the correct way and path for these youth to be saved from these trials and to clear their conscience on the Day they meet Allah ?
Answer:
The advice to these youth and others, including adults and the elderly, is for everyone not to proceed with any matter except with insight and knowledge. They must understand the religion before anything else. The Prophet (peace and blessings be upon him) said:Sahih Muslim 1037a.
Haste and judging things without knowledge and without insight, merely on the impulse of jihad, or the impulse of zeal for Allah, or the love of religion, or the love of manifesting the truth, or the love of eliminating sins, is not sufficient. Knowledge, insight, and understanding of the religion are necessary. It is also necessary to consult scholars and people of insight who are known for their Islamic zeal, religious knowledge, and insight into the religion, and to avoid haste in everything. One must understand the religion and cooperate with the authorities in his country in what is right.
As for revolutions, they do not bring good. Revolutions do not bring good except from a strong Islamic state that has the capability to wage jihad against those who commit open disbelief when it appears, as the Prophet (peace and blessings be upon him) said. As for individuals, if they rise up, they generally cause corruption and do not reform. Generally, if they rise up and stir up these matters, they usually hinder the call to Allah, cause the imprisonment of students of knowledge, harm students of knowledge, hinder the call, and hinder education.
So these revolutions and movements do not bring good. Rather, what brings good is learning, understanding the religion, calling people to Allah, advising the rulers, and cooperating with them in good and in leaving evil, as in the hadith:.
The Companions pledged allegiance not to contest authority with its rightful people. He said:Sahih al-Bukhari 7055, 7056.
So it requires knowledge, it requires insight, and it requires strength that can remove this state in which open disbelief exists and establish another Islamic state. As for individuals who corrupt the earth and kill people without right and without knowledge, these people cause much harm, cause much corruption, hinder the call to Allah, and hinder education. The outcome will be evil for the callers, the sincere ones, the teachers, and the guides.
So the obligatory thing is this: learning, understanding the religion, gaining insight, and cooperating with the existing state in what pleases Allah in establishing the truth, suppressing falsehood, and advising it until it does good and leaves evil. One must offer it advice and cooperate with it in obeying Allah and His Messenger and in leaving what Allah and His Messenger have forbidden. Awareness must be provided to the youth, and they must be directed to good and taught until they understand the religion of Allah, until they comprehend the truth, and until they understand falsehood, so that they act upon it in themselves, and so that they teach their families, their brothers in Allah, their neighbors, and those who are connected with them, until they understand the religion. If the people understand the religion and gain insight into the religion, the state will submit to implementing the command of Allah regarding them and leave what contradicts the law of Allah.

من رأى من أميره شيئًا مما يكره من معصية الله فليكره ما يأتي من معصية الله، ولا ينزعن يدًا من طاعة، ومن نزع يدًا من طاعة ومات مات ميتة جاهليةThe Companions pledged allegiance not to contest authority with its rightful people. He said:
