The questioner : May Allah reward you. The sister sent a question asking: What is the ruling on one who delays the Fajr prayer until after the sun has risen, specifically if he is in a state of major ritual impurity and cannot find a place to perform the full ritual bath in his home during the winter season, and does dry ablution suffice for the full ritual bath in this case, and is the prayer permissible after the sun has risen if one is unable to perform the full ritual bath?

The Shaykh : It is not permissible for a person in a state of major ritual impurity to delay the prayer beyond its time due to the absence of water or the harm caused by using it. Rather, we say: if you find water and can perform the full ritual bath with it without harm, do so; otherwise, perform dry ablution and pray the prayer at its time. If the weather warms up or you find water, then perform the full ritual bath.
As for delaying the prayer for the sake of performing the full ritual bath, this is forbidden and not permissible.
