Q1: What is the ruling on one who hears obscene speech while fasting ?
A1: If a person hears obscene speech, and it is directed at him and is an insult to him, let him respond by saying: "I am a fasting man"; for what al-Bukhari recorded in (his Sahih, vol. 2, p. 228) from Abu Hurayrah (may Allah be pleased with him), who said: The Messenger of Allah (peace and blessings be upon him) said: "..
Fasting is a shield. When anyone of you is observing fast, he should neither indulge in obscene language nor should he raise his voice; and if anyone reviles him or tries to quarrel with him, he should say: 'I am fasting.'الصيام جنة فإذا كان يوم صوم أحدكم فلا يرفث ولا يصخب، فإن سابه أحد أو قاتله فليقل: إني امرؤ صائم

.." the hadith. However, if this insult is directed at someone else, or if one spoke obscenely without addressing anyone, let him advise that speaker and urge him to stay away from the vices of speech, and warn him against obscenity in speech and action; for Allah the Exalted said:
The believing men and believing women are allies of one another. They enjoin what is right and forbid what is wrongوَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ يَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ
[At-Tawbah 9:71]
the verse.

Q2: What is the ruling on one who breaks his fast after the sun has set and before the Maghrib adhan ?
A2: If the fasting person is certain that the sun has set, it is recommended for him to hasten to break his fast, even if he has not heard the mu'adhdhin; for what Sahl ibn Sa'd (may Allah be pleased with them both) narrated, that the Messenger of Allah (peace and blessings be upon him) said:
The people will remain upon goodness as long as they hasten to break the fast.لا يزال الناس بخير ما عجلوا الفطر

agreed upon by al-Bukhari and Muslim, and this is the wording of al-Bukhari in (his Sahih, vol. 2, p. 241). And for what al-Bukhari also recorded (vol. 2, p. 240) from 'Asim ibn 'Umar ibn al-Khattab from his father (may Allah be pleased with them both), who said: The Messenger of Allah (peace and blessings be upon him) said:
When night falls from this side and the day vanishes from this side and the sun sets, then the fasting person should break his fast.إذا أقبل الليل من هاهنا، وأدبر النهار من هاهنا، وغربت الشمس فقد أفطر الصائم

. And for the saying of the Messenger (peace and blessings be upon him) in what he narrates from his Lord:
Those of My worshippers who are most beloved to me are the quickest to break their fast.أحب عبادي إلي أعجلهم فطرا
