Raising children is not an excuse for leaving off making up fasts

Fatwa number ( 15678 )
Q: My wife broke her fast for two consecutive months of Ramadan due to gynecological illness and childbirth , and she also vowed to fast one month if one of her children recovered from spinal meningitis, but she was unable to fulfill that vow because she is ill and is raising seven children. Therefore, I ask your Eminence to kindly issue a ruling for me: Is it obligatory for her to feed people in place of fasting given her health conditions and the raising of her children?
A: Raising children is not an excuse for shifting from making up the days of Ramadan to feeding people, but she should delay making up the fasts until she is able to do so, and then make them up; because of the saying of Allah the Exalted:[Al-Baqarah 2:184] . As for illness, if it is a chronic illness that is not expected to end, it is an excuse for shifting from making up the fasts to feeding people; because of the saying of Allah the Exalted: [Al-Baqarah 2:184] , meaning: those who are unable to make up the fasts due to old age or an illness that is not expected to be cured. As for the fast of a vow, it is necessary to fulfill it with the ability to do so; because of the saying of the Prophet (peace and blessings be upon him): Sahih al-Bukhari 6696 . And if she is not able to begin it immediately, she should delay it until she
is able, and then fast; because it is a debt in her trust. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

So whoever among you is ill or on a journey [during them] - then an equal number of days [are to be made up]
فَمَنْ كَانَ مِنْكُمْ مَرِيضًا أَوْ عَلَى سَفَرٍ فَعِدَّةٌ مِنْ أَيَّامٍ أُخَرَAnd upon those who are able [to fast, but with hardship] - a ransom [as substitute] of feeding a poor person
وَعَلَى الَّذِينَ يُطِيقُونَهُ فِدْيَةٌ طَعَامُ مِسْكِينٍWhoever vows that he will be obedient to Allah, should remain obedient to Him
من نذر أن يطيع الله فليطعهis able, and then fast; because it is a debt in her trust. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
