Q271: The questioner asks: What is the ruling on saying: "The circumstances willed that such and such happen," or "The destinies willed such and such"?
A271: All of this is not permissible. The will belongs to Allah (Mighty and Majestic). One says, "Allah willed it," and one does not say, "The will of Allah willed it," or "The circumstances willed it." Therefore, do not attribute the will to anyone but Allah, because it is one of His attributes (Glorified and Exalted is He). Even though the servant has a will, it is only after the will of Allah. Allah the Exalted said:
And you do not will except that Allah wills - Lord of the worlds.وَمَا تَشَاءُونَ إِلاَّ أَنْ يَشَاءَ اللَّهُ رَبُّ الْعَالَمِينَ
[At-Takwir 81:29]
As for the circumstances, they have no will.
