Leaving an obligatory act of Hajj

Machine translationRead the Arabic original
The first question of Fatwa No. ( 19759 )
Q1: I inform your Eminence that I intended to perform 'Umrah, and after completing the seven circuits between al-Safa and al-Marwah, I did not shorten my hair out of negligence and laziness , and I was not forgetful. Then I took off the ihram garments and put on regular clothes and traveled to my country. Is there anything upon me for what I did? Please inform me, may Allah reward you.
A1: Shaving or shortening the hair is an obligatory act of 'Umrah, and it is not permissible to leave it. Therefore, you must put on the ihram garments again, then shave your head or shorten your hair; because it
remains in your obligation. In addition, you must pay an expiation for intentionally wearing sewn clothes, which is slaughtering a sheep in Makkah and distributing it to the poor of the Haram, or feeding six poor people from the poor of the Haram, giving each poor person one and a half kilograms of food, or fasting for three days in any place. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
